New Customs Clearance Requirements for Business Shipments from Ukraine to the EU

nova.global

Product identifiers (PIDs) become mandatory for B2C shipments to the EU from 1 November 2026

Since 1 July 2026, the EU has allowed product identifiers (PIDs) to be submitted voluntarily in customs declarations. From 1 November 2026, new requirements for the customs clearance of goods purchased online will take effect in the EU. Additional identifiers (PIDs) will need to be provided for each line item: the seller’s product reference, the manufacturer’s or supplier’s code, and an international barcode (if available).

Submitting PIDs will become mandatory for B2C shipments to the EU declared as distance sales, regardless of whether IOSS is used.

Who is affected. The new requirements apply to shipments under the Global Delivery and Global Delivery Economy products that involve distance sales of goods to individuals in EU countries. The requirement does not apply to B2B shipments addressed to VAT-registered companies.

What information must be provided. For each line item, the following information must be entered in the “Invoice” section:

  • Merchant PID (C127) — your product reference, SKU, or product ID in your store. This field is mandatory.
  • Manufacturer’s or supplier’s code (C128) — the model or part number assigned by the manufacturer or supplier. This field is mandatory.
  • Standard product code (C129) — a GTIN, EAN, UPC, or ISBN barcode. Provide this if available. If no such code exists, leave the field blank, and the system will automatically insert the value required by customs.

Important information about shipments created before 1 November. Customs authorities use the date the shipment crosses the border, rather than the date it was created. If a parcel created before 1 November enters the EU after that date, it must also include PIDs. We recommend starting to complete the new fields now.

What happens if the information is not provided. Missing identifiers or incorrect information may complicate customs clearance and result in shipment delays, additional inspections, or refusal of customs clearance. This may extend delivery times and lead to additional storage and handling costs.

Customs duty on shipments valued at up to EUR 150. Please note that, since 1 July 2026, a fixed customs duty of EUR 3 has applied in the EU to qualifying shipments valued at up to EUR 150. The duty is charged for each separate category of goods according to their customs classification.
